The Laguna Beach County Water District (LBCWD) was established in 1925 as a special district under the Water Code of the State of California. The District’s service area covers approximately 8.5 square miles with a population of 18,257 residents. LBCWD provides water services to the City of Laguna Beach, Crystal Cover State Park, and the community of Emerald Bay.
