The Emerald Bay Community Service District (EBCSD) was established in 1961 as a community service district under the Community Service District Government Code Section of California. EBCSD’s service area covers approximately .23 square mile with a population of 1,600 residents. EBCSD provides the following services water, wastewater, fire protection, street maintenance, parks and recreation, and security and law enforcement.
