The El Toro Water District (ETWD) was established in September 1960 as a special district under the Water Code of the State of California. The District’s service area covers approximately 8.5 square miles with a population of 48,821 residents. ETWD’s service area includes the City of Laguna Woods and portions of the cities of Laguna Hills, Mission Viejo, Lake Forest, and Aliso Viejo. The District provides potable water services, wastewater services, and recycled water services.
